Message dated April 29 was read, stating the House passed and                  
returned for consideration CS FOR SENATE BILL NO. 177(L&C)                     
with the following amendment:                                                  
                                                                               
HOUSE CS FOR CS FOR SENATE BILL NO.                                           
177(FIN) An Act relating to insurance trade                                    
practices; and providing for an effective date.                                
                                                                               
Senator Donley offered the following Senate Letter of Intent:                  
                                                                               
		      Senate Letter of Intent                                                
Section 7 of Senate Bill No. 177 is intended to                               
reverse the decision made by the Alaska Supreme                                
Court in State Farm Fire & Cas. Co. v. Bongen,                               
925 P.2d 1042 (Alaska 1996).                                                   
                                                                               
Senator Donley moved that the Senate Letter of Intent be adopted.              
Objections were heard.                                                         
                                                                               
Senator Green moved and asked unanimous consent that she be                    
allowed to abstain from voting because of a conflict of interest.              
Objections were heard and Senator Green was required to vote.                  
                                                                               
The question being: Shall the Senate Letter of Intent be adopted?

amendment to CS FOR SENATE BILL NO. 177(L&C).                                  
                                                                               
The question being: Shall the Senate concur in the House

Senator Mackie moved and asked unanimous consent that the vote                 
on concurrence be considered the vote on the effective date clause.            
Without objection, it was so ordered.                                          
                                                                               
The Secretary was requested to notify the House.                               
                                                                               
The bill and Senate Letter of Intent were referred to the Secretary            
for enrollment.
